How to Plan an Electrical Shutdown: A Facility Manager's Checklist

A poorly planned electrical shutdown can mean missed maintenance, safety incidents, and costly extended downtime. This guide walks you through how to plan one properly — from the first scope meeting to the moment power is restored.

Why Planned Shutdowns Are Critical

Electrical systems in commercial and industrial facilities are not designed to run indefinitely without maintenance. Switchgear contacts wear, cable terminations loosen over time, transformers accumulate contaminants, and protective relays can drift out of calibration. If these issues are left unaddressed, the risk of an unplanned failure — which is always more disruptive and expensive than a planned one — increases significantly.

A planned electrical shutdown gives your engineering team the window to inspect, service, and certify the entire installation safely, while the facility is under controlled conditions.

Rule of thumb: For most industrial facilities in Singapore, a full electrical shutdown service should be carried out at least once every 12–24 months, depending on the age and criticality of the installation.

The Shutdown Planning Checklist

3 Months Before: Define Scope and Appoint Contractor

  • List every piece of electrical equipment to be serviced (switchboards, transformers, MCCs, UPS systems, generators, ATS panels)
  • Identify any additional works to be carried out during the shutdown window (new DB installations, cable replacements, meter upgrades)
  • Obtain single-line diagrams and equipment manuals for the contractor
  • Appoint your Licensed Electrical Worker (LEW) and servicing contractor — do not leave this to the last minute
  • Confirm the shutdown window dates with all stakeholders (operations, tenants, management)

6 Weeks Before: Technical Planning

  • Issue scope of work to contractor and request a detailed method statement
  • Review the method statement — confirm isolation procedures, sequence of operations, and re-energisation plan
  • Identify all critical systems that need temporary power or cannot be shut down (fire alarm, security, server rooms, medical equipment)
  • Arrange temporary power for critical loads if necessary
  • Order spare parts and consumables (circuit breaker contacts, fuses, cable glands, transformer oil)
  • Notify SP Group if your shutdown involves HV switching on their network

2 Weeks Before: Safety and Permit Preparation

  • Prepare Permit-to-Work (PTW) documents for all isolation points
  • Brief all electrical staff and contractors on the shutdown sequence and safety procedures
  • Confirm lockout/tagout (LOTO) equipment is available and in good condition
  • Issue formal notifications to all building occupants or production teams
  • Conduct a pre-shutdown walkthrough with the contractor

Day of Shutdown: Execution

  • Issue all Permits-to-Work before any isolation begins
  • Follow the agreed isolation sequence — never rush or skip steps
  • Verify dead with a calibrated voltage indicator before touching any conductors
  • Apply LOTO to all isolation points
  • Work through the servicing scope systematically — document findings as you go
  • Photograph all defects found for the maintenance report

Re-Energisation

  • Carry out all post-service checks before re-energising (insulation resistance tests, termination torque checks)
  • Remove all LOTO devices and cancel all Permits-to-Work
  • Follow the re-energisation sequence in reverse order of isolation
  • Monitor all systems for at least 30 minutes after re-energisation
  • Obtain sign-off from the LEW before declaring the facility operational

Common Mistakes to Avoid

  • Underestimating the time required — always build in a 20% buffer on your shutdown window
  • No method statement reviewed in advance — the shutdown day is not the time to discover disagreements on how to do the work
  • Not arranging for spare parts — finding a defective busbar connection on the day with no replacement available can turn a 12-hour job into a 3-day outage
  • Skipping the pre-shutdown walkthrough — the walkthrough reveals access issues, missing drawings, and unlabelled equipment before it becomes a problem
  • No post-shutdown report — a proper report protects you legally and provides a baseline for the next shutdown
